Propagating plants at certain times of the year is all about maximising your chances of success. You can propagate both runners and clumpers successfully in late summer but you may have to accept a lower strike rate than if propagating at the theoretical best time. Put simply, February is later than is optimal for most clumping species and earlier than is optimal for most running species. Local climate also plays a big part in determining when is good and when is not so good for the different species, with factors such as length of growing season, humidity, overnight temperatures, the growing medium used, the level of protection provided, rooting hormones used, etc all playing a part.
One of the biggest factors is the quality of the propagation material being used. If you have available material then give it a go, and keep a record of your successes and failures for future reference.
